Steamboat was the only guy to NEVER work as a heel. That is why he was viewed as being one dimensional.
Ultimate Warrior had a run as a heel in World Class as the Dingo Warrior...and when he was Blade Runner Rock (with Sting in the Blade Runners tag team), they did some heel work.
Goldberg never really worked as a heel...but then again, he never really worked period.
