As far as I know yes. Though I've also heard that approvals with Warner Bros can be tricky.
Tokyo Comic Con in December is going to be DC heavy, so there could be a chance we see something there. Fingers crossed on at least one of them.

In regards to the movies I would agree, but my favorite Catwman is still the Arkham City version. Of course, thats a videogame version and not a movie version.

No Laura Mastsuda? 
She has to show up some day. I guess is, Ken, Ryu, Chun-Li (the usual suspects) will receive the majority of the lime-light, just as R2-D2, Boba Fett, Darth Vader and Stormtroopers own Star Wars when it comes to statues.
Moving on to the positive. Maybe The Dark Knight reveal will be the Anne Hathaway Catwoman teased many months ago

looks impressive as expected, im curious to see how the likeness turned out. what i REALLY want to see is the 1:3 scale bale batman though, i wonder if theyll do that or the 1:2 scale first

Except for a decent Will Smith, their likenesses at 1:3 have been pretty lackluster so far. I hope they can reverse that.
