doubt its the primer, i just think the resin isn't cured.

When mixing resin, make sure you mix well, edges of the container etc.. any bits that don't mix will just keep leaking.

Say for instance you do get a primer to stick, then paint it,down the road it will just leak thru the primer an paints.

Don't know if this will help, but there is a product called BIN Stain Killer. It's pretty thick stuff, white in color. Comes in a spray can and a brush/roll on form. I've used it to hold back some things successfully, others,... not. Don't know if it would work in this instance, but I thought I'd throw out the info. Might help some other time if not here.
