Even with the taxes its a smokin' deal. I paid around $16 for my copy a few weeks back and felt it was totally worth it. Its a great and underrated film.

Only way I would pick this up, is if it was $20, and even then I'd have to think about it. They should have just released the extended editions with the theatrical version included, this release is just a cash grab.

I honestly don't think I'd take that set for free. As long as the EEs are out there I see no reason to revisit the theatrical editions myself. For me content will always supersede superior PQ and AQ.

The EE's are the definitive editions, and more than likely the only ones I will ever revisit. I do think the theatrical versions have their place though, they are the ones that earned acclaim, and they're the ones the general public thinks about when the films are mentioned. I think you're right though, and "free" is the only way I would get them in Blu-Ray. They should just be included through seamless branching on the EE's, for "free".
