If a piece is late they have to. If they say no, remind them that it's late and the 'NR' part of NRD was voided when it became late. I've had to do this before and they refunded it

Yep, tried today to swap my nrd to a new order.. they said sorry. I probably have customer notes saying I did it once.. totally get it. Sucks.. but it is the policy.
I was able to get NRD refunded twice (on two different statues). I was pushing my luck the second time when I asked but the csr to my surprise took pity on me for the second one. I am almost positive I won't be able to get a third if I ever ask again.
