To the uninitiated corporate suits their goal isn't to merchandise what people want but to use merchandising to get people to want more, more new stuff that they want to promote that can potentially get them more money. They have a goal with merchandising and it isn't to fulfill fans wishes.
Wasting time to evaluate and approve a statue, risk valuable brand saturation and dilution, and keep tight reins while sealing every bit of legal wiggle room tightly shut is much better spent on mass produced items like slapping already existing images on paraphernalia which they not only get greater revenue from but also increases brand awareness and attracts new potential consumers is a much better use of their resources.

I get what you are saying, but I do not think that is a big risk to them to get approval to XM studios and Sideshow.
Anyway when a company purchase a licence, they have to pay for the year even if they do not produce anything.
And when you deal Disney, apparently you have to pay 2 years. And I can tell you the amount is really big.
Then you have to pay a good percentage on each item sold, so on that point Disney has interest the items sell well, but not for the licence.
And to slow down approval for very competent companies like XM Studios who provides fantastic statues that help to promote the SW licence they lately purchased for billions to Georges Lucas, so they should let them make more statues.
