That's what I'm saying. They can make subtle mistakes when doing a sculpt in 1/4 scale, but the proportions stills looking like a 1/4 scale statue.
Not the case with Hot Toys here.

Now that I think about, I wonder if the SSC is too big because Maul is in a crouching stance.

If a company is selling me a 1/4 scale statue, then I am expecting the actual height to be "1/4 Scale" of the original character/actor's height.
Ray Park is about 5' 9" (69 inches) and probably a little taller as Darth Maul.
So the SSC PF should be close to 17.25 inches (not including the horns/base/boots, etc)
Maul PF is currently listed at 19" H.
So it's pretty close.

Umm, all I'm saying is the 1/4 etc scales shouldnt be taken too strictly but yeah the concept is that 1/4 means 1 fourth of the real life size

For instance, take the CM Arnie which is supposed to be 1/3 scale, if you put 3 of them on top of each other you would get one short Arnold

How tall is the CM w/o the base? 25 inches?
Arnie is 6' 2".

What does the stance have to do with it? If its like Palpatine all that is in scale is the actual head. The head itself is propped up on some quickly done shoulders which are not in scale but only there to give the cloak a natural outline which in turn is set on a base. In otherwords its a bad comparison. Maul = just the head. The HT stuff would be the head and upper torso. Height and the width of the torso cannot be compared period.
