That is actually not true. There is a legal principle called "bona fide purchaser". The gist of it is if the buyer did not know the art was stolen and paid for it in good faith, then he does not have to give it back in most cases.

Maybe, but there has to be a good faith effort on that parties part to give info of where they got it.
