I'm from California, and I was able to order one just fine. Semic may not be able to ship to the U.S, but other French vendors are, I paid retail price ($350) for the XForce Deadpool and just $50 for shipping.
After asking around on FB, I found this reliable site:

They still have the regular version for $300 too. Hope this helps others looking for one.

Happy to see that you were able to order it.  You ordered it with or without VAT ?
Semic can't sell it outside Europe but can sell it to retailers who can do it
