That's a garage kit of En and Ebisu from Dorohedoro.
I'm a big fan of the manga, hence my username (En, Shin and Noi are characters from the manga).

No idea. It would have a very limited run. Probably only available to Japanese customers through some obscure outlet.
Often to obtain Japanese garage kits you either need to have a friend in Japan or get lucky and find it on an online site like Mandarake or Yahoo auction.
