I heard that the water droplets on her face weren't apart of the actual bust. That was actual water they threw on her just for that picture, which is why her hair appeared wet also.

I mean, you could hose her down to get the look if you wanted...

This is why I was confused about the hair. it has to be dry, question is if the appearance is dry or made to look wet while dry. I just need to see it to understand.
