Yes more or less.

For me personally, the replacements have always been someone’s returns. Had Wolverine PF base came broken, instead of just sending me a new base they want to do a full replacement. The replacement was clearly someone’s return as you can see it was opened, they also drilled a new peg hole in the base on top of the old one - which makes it clear the reason for the return from previous owner was the statue didn’t go in the peg hole - a common problem. I kept the replacement.

Also had a replacement for Superman pf aside from the obvious the statue was opened and repacked, the back of Superman cloth was all rubbed off due to the heavy cape displayed on it - new one won’t have this, i end up return the replacement for a full refund because of other paint issues with the ex head.

Also had other replacements came with part of the base broken and reglued don’t remember which statue, or if the factory did it and someone noticed and returned, or it was returned as broken and ss fixed it in-house.

Anyway I wised up after a few years and stopped trying to do replacements. To ss it make sense as vast majority of the buyers will just accept replacements, those statues are all worthless to ss so each one they can get rid of is free money affecting their bottomline

I've been lucky with my replacements, they have always come in factory sealed boxes...

One of my first pieces, was a prize winner, turns out it was someone's return.

Turned out, that someone, is a member on these forums. We talked and compared pics. Was totally his.

I can answer this definitively for you, as I had to return a Green Arrow. They receive the boxes at their warehouse and then pass them directly to their customers. However, when a customer receives a faulty piece, they will send out another one--but only after taking the piece out and carefully inspecting it. It's to make sure that customers don't receive two faulty pieces in a row. So, if you're seeing tape, it's because it has been opened and inspected.

There are occasions where customs will inspect a statue or a piece--but those occasions are rare. If you're living within the US, that's not something you need to worry about.

If they would inspect it carefully, customers would not get faulty pieces as replacements.

Makes sense in a way to not be wasteful, but then as a customer you think how much your paying out. Catch 22 indeed.
