About a year ago, it was mentioned in an interview that another Joker was being discussed, but they never said anything about it being another Heath Ledger version, as far as I know.
They have shown behind the scenes photos of their Arkham City Joker and there have been rumors of a Cesar Romero Joker, too. They may have been referring to the latter in the interview or maybe yet another one.

I like both DX versions. The headsculpt on 11 is impressive while the accessories on DX1 rock.

I actually bought the "Bank Robbery" version to change it up. The headsculpts are great and it was nice to have something different owning a statue and the Enterbay versions of the character in his classic look.
