I've always wondered about this. Are they truly accurately sized to the actor or actress? or are they just 'close enough'.

Well, based on the height, it would mean Anne Hathway is only 4'9" which isn't even "close enough" given it's a full foot shorter than her.
It's roughly a 1:1.2 scale bust.

Comparing it to the full Prime 1 statue (if that is at all accurate) and accounting for the ratio between her hand on hip in both (plus the base etc), and ignoring the heels I come to about 5?2? to 5?3?. Which is obviously too short as well. But the Prime 1 statue has that bend at the waist and if I were to account for it, the number would probably go up.

Yes the bust is definitely correctly scaled. Anne Hathaway is precisely 173cm, and the IS bust is 73cm in height.
When we look at Anne and take the average female anatomy as a reference, Anne's hips, legs, and feet should just take up for around 60% of her total height.
So this 60% should be around 100cm, and in this case this fits perfectly with the remaining 100cm that Anne's gorgeous body has to offer us

This is a statue one can really fall in love with and never get tired looking at it. IMO, it is the best female statue of Infinity Studio thus far. I thought Wonder Woman and Harley Quinn were great, and then they topped them with this one. Amazing.

The proportions and scale of P1 aren't necessarily accurate so I'm still unsure

Maybe as far as they’re concerned it is sold out. If all units have already been accounted for, be they direct customers or other retailers.
And I just noticed that my local retailer Sugo, is sold out of their allotment. Not that long ago, it still allowed me to add whatever amount to my cart, now the options gone.
