I was surprised by this too. I don't remember giving money to them in the past when ordering statues directly through Blizzard. I didn't get Jaina so I'm not sure if something's changed in the last year or two.

None. Blizzard just dropped it at Blizzcon like Jaina last year with little to no fanfare. Caledor posting the link is the best we got. 
I'm happy they decided to put up the PO now unlike Jaina's 6 month wait.

Seems to be a US store and an International Store. The US store has all the newer merchandise but Jaina just sold out again.
