It's the opposite of Raster. (lol) nerd lingo
Anyway, the simplist way to decribe it is if a pic is done in "Vector" form no matter how large you decide to blow up the image the quailty will stay the same. Unlike, your basis "Raster" image like Jpgs, bitmaps, gifs, etc. which will lose their quailty whenever you increase or decease the size of the image.
