They made a quiz last year about what characters people wants more, taking only from MK 1 and 2 characters, the result is Kano was the last one, for what I remember was something like this:

Shang Tsung

Mileena
- the last ones, with low votes:

So they teased Liu and Johnny, some of the most voted ones, maybe to former the trio of heroes with Sonya
So I can expect the next ones will be Kitana and she could bring Mileena too, I don't think they will released Kano any soon, and I don't believe that Shang Tsung will be the old one from MK1, most propably the MK2 version (hope I was wrong).
The thing that's clear to me, is that they will NOT do any MK3 character until finish the MK1 and MK2 line, judging by the quiz, even that Sonya is based on MK3 wich is weird, Liu Kang looks like based on MK3 too, sure that image teased is not MK2 or MK1, but Johnny is from MK1.
