It's coming, this was the statement from Hot Toys:

I'm not interested in the Luke figure either, I think it's kind of an odd choice to get the figure treatment. I mean, there's not much you can do with it.
By the way, the upcoming 1/4 Kylo will have an unmasked portrait.

Have you seen the Iron Man selection from HotToys? There is no way, absolutely no way they will miss an opportunity for characters.
We're prob getting 3 Lukes. The cinematic cliff scene Luke. The extended edition Luke that comes with the little map piece. And the cut scene Luke complete with wedding gifts for Han and Leia.
