I don't think the waist is really as small as it looks.
The abs are ddep cut and jut out toward the viewer so that gets attention. Plus his legs are spread out.
Look at his waist around the sides. It is larger by a good amount.
Plus we've only seen this through a glass case and tiny lensed cameras.

That's a neat idea. Of course totally doable yourself apart from the statue and just having it play when people pass the statue.
