SFV has sold 2.5 million. That's about as good as a game is going to get. Capcom's constant justification for all these "seasons" and extra charges is to be able to turn a profit.
If they can't turn enough profits from that then the costs must be too high and 3D games are orders of magnitude more complex to produce than sprite based games.

Actually no, Street Fighter V could have sold more than that amount, but the game was a commercial flop on release. What you are seeing now is an avalanche of bad decisions by Capcom.
They made a terrible decision to release the game in a completely barebones state. There was:
1. Only 16 character base roster
2. No arcade mode
3. No main story mode (only individual character stories that were between 1 -3 battles and had poorly drawn artwork/dialogue).
4. Many quality of life features missing online/infrastructure not fully developed
5. Many network issues
6. No preventative measures/penalties for rage quitting online.
7. Survival mode was horrendously bad.
They literally built an eSports package and expected it to do well, big mistake. Street Fighter has
huge potential to do well, but you've got idiots in the top positions making the calls. The game
should have never been released in 2016. They've improved the game since, but the damage had already been done.
Had they done their homework and released a proper game day one, Street Fighter V would have seen much greater success.
When Mortal Kombat 11 hits I guarantee you that it will outsell Street Fighter V, because that developer understands how to release a proper game. On paper Street Fighter has much high potential than Mortal Kombat could ever have, but they never use all of it.
