The one I think is most likely has to do with Standoff.

He was exposed to the cosmic cube girl Kobik.

When she was bringing people back to normal she was likely influenced by Red Skull.

He had her bring him back "wrong". So he's a Captain America whose history was subtly altered or perceptually altered to create this "Hydra Cap".

And at some point he realizes this and resets his own history due to sheer force of will or some such and frees himself of what is essentially super advanced brainwashing.

Didn't Rogers already do something similar when he returned from his "death"?

Hey finding a Captain America story where Steve's overwhelming strength of will isn't a plot point would be hard.

When they pulled that triple agent thing with Spider-Woman, it was on par with Sentry's power of a thousand exploding suns lameness.

If that plot kicked back a c-list character into obscurity. I would say it like Adee says it.

Its dumb.

Also, so when he lifted Mjolnir, does that now mean he is a worthy Hydra agent to possess the power of Thor?

They'll have to reveal that this is either from an alternate universe, or some strange celestial being has altered reality, or the real Steve Rogers is being held prisoner somewhere, or he's been brainwashed, or whatever.
