I thought the idea was that Neo was the seventh version of "the One". Which would mean different people were "The One" previously. Besides, didn't all of them pretty much get to where Neo was standing and then died trying to save Zion, that's what the architect seemed to imply.

I think that possibility exists, but it was more likely 'other Keanus'. The screens behind the architect depicted Keanus, for example (either really obvious, or just a literary device?). Also makes more sense that the machines would just clone him (I'm sure that also explains most of the machine's abundant 'crops').
Neo was part of the machine's ruse after all. They would want to lead and control that particular 'development' within the Matrix. And they did, many times, only changing in the last iteration due to slight differences in human choice, as well as the interference of the 'rogue programs' within the Matrix nudging toward a truce.
