Oh no, that is not right.
Look at the Prototype.

Different skirt.
Different skin tone
Different face paint job

ARH still advertises on the homepage with the photo of the prototype.
It is not what you get.
And that is not ok.

No way, that looks awful.

Reminds me of one of those banpresto PVC figures

Factory paint jobs are always hit and miss. There are multiple employees painting the same statues. I probably have more pro-painted statues than most people and have had to have repainted from different companies depending on if I liked or could stand the factory paint up.

Here is an Arkalla up on ebay (not mine) that looks really good to me. Could be good photographer and lighting but it appears far superior to what is shown in this thread. It is unrealistic to expect factory to perfectly match prototype because prototype is generally done by a pro and factory are done by, well factory workers.

This is a very good example for total miss.
But there is still the skirt.

Looks a little better but ... lighting ... i don't know.

That is very cool! I wish I could paint decent. RE paint jobs just with my ARH stuff my Posiedon, Aries, Atlantis, DD on a horse and Achilles were excellent and exceeded my expections.

My Athena kind of has that plastic looking skin but not nearly as bad as your Akalla I would consider her "good" along with Thor, Zeus, Valkrie in a boat, Cleopatra (old one, on steps), and Virgin of Mahar.

My Viking and Barbarian were really pretty bad and I had to have them repainted or I personally couldn't stand them. My slave girl on Barbarian was almost yellow and looked like she had hepatitis. But my friend who goes by Shedman here on the forum got a pretty good factory paint up of his Barbarian and if mine had even been close to that good I would not have paid to have it repainted. The Viking I think we have all seen how that paint turned up. It was a lot of extra expense but they are among the most amazing things I own now that they are painted properly.
