Mine had the same paint issues and I asked for a replacement shield. It's the only thing I could see when I put mine up.

Did they send you a new shield or replace the whole statue

Mine has them too. I think its supposed to be intentional weathering / damage.

Looks like a paint flaw to me.

If that's suppose to be weathering on the shield it's a horrible job.

Maybe its intentional glare ...rather than weathering.

Perhaps they painted on the glare since the shield itself is not shiny.

Personally ...if I had bought this piece ...I would repaint the shield to have the circular groves and add a little shine to it. Those "paint effects" wouldn't be to my liking.

Trust me if you look at the pics on the website it appears that they are intentional. However to me it just looks like a bad paint job. It’s never a good sign when your intenonal paint apps end up looking like you don’t know how to paint, I am not sure what to do. Anyone else That Has gotten this statue what are your thoughts?

I just went to look at mine again, and I think the weathering on my is more subtle than yours. Since its hand painted, I guess there will definitely be some variation.

If it really bothers you, there is no harm in trying to ask for a replacement. They might just say that it falls within the range of "normal" for this piece.

This is what mine looks like:
