I said the same thing about both Scarecrow and Freeze. A week later, one’s on the truck and the other just finished gorging on my wallet.

Perhaps one day a nice Clayface or a Solomon Grundy will slake my thirst.

I was thinking about the rogues the other day and how they each represent a fragment of Bruce/Batman that he must overcome. They each represent a fragment of himself. This is what makes the rogues so compelling.

Scarecrow Fear
Joker. Chaos
Hatter. Madness
Freeze. Attachment
Ivy. Lust
Penguin. Power and Corruption
Bane. Strength and Destructive Virtue
Two Face. Duality of Good & Evil
Riddler. Intelligence and Mental Dominance
Catwoman. Greed
Croc. Primal Violence
Ras. Order
Clayface. Losing oneself in symbolism (theatricality)

Each villain is a fragment of our anti hero in that they share a piece of who he is. The difference being their trait is untethered. There is nothing holding it back.

I always saw Freeze as representative of Bruce’s inability to let go of people. The feeling of not being able to stop death. Batman must defeat Freeze but within him he empathizes with him. He feels sorry for him. The inability to cope with the loss of his parents turned Bruce Wayne into a monster. He understands Victors plight.

These villain archetypes are entirely what they are at their core. A statue of these characters should 100% capture this element. You need to see who they are.
