I've maintained a thread for a year now that lists characters Jerry has given some measure of confirmation to, however, also to be considered is the fact that the approvals process can throw a severe wrench into the works (e.g. Blanka), so things always can (and will) change. Street Fighter V being announced also probably changed things up somewhat (e.g. Charlie MAY have been inserted into the line-up).
That said, Oro, Oni, and Juri have been recently mentioned as likely for pre-order in 2015. Blanka and Sakura may still also appear sooner than later. Pure speculation on my part here, but the 1:4 Akuma revisit may be delayed due to the 1:3 reveal.
So my guess is Oro, Oni, Juri, Blanka, Sakura, Charlie...in no particular order.
