As it is the 3 that have been made in 1/4 don't look good together at all, i definitely think an overall consistency could have been achieved.

I think your are on to something with that.
PCS's MK has just been all over the place in selection source, art direction, and scale. Problem is those changes have been brought about by sales.
I don't know what the answer is. No one is starting over at this point.
I mean he could make a Klassic Kitana but the Klassic line has no momentum right now and it would have to be a similar to the Jade and Mileena Klassics which would be fairly plain by today's purchase standards.
For me personally I was hot as fire onto MKX 1/4 but after Goro, Kitana, and Mileena 1/3s I don't even care about the 1/4s anymore even for characters I'd like to see. Maybe Cassie Cage.
I'm left wishing he just made Shao and Kintaro as 1/3s even though I have 3 of them on order.
The only things I do know is I'd be totally down for 1/3s of Klassic and Modern Kung Lao, Klassic and Modern Raiden even if they were basic costume changes like Chun-Li, I'd still totally do MKX Sub-Zero and Scorpion even though it's more Scorpion and Sub-Zero because I love those costumes and they would sing in 1/3 and match the other 1/3s.
Even Shang Tsung I'd rather have in 1/3 (Old Man only either scale).
The worst part is Netherrealm Studios has let the game fall by the wayside.
