Civil war proved that without outside help (vision) that the cap cannot defeat Tony, his suit knew every move that the cap could make and if i recall in their first encounter ironman smacked the crap out of him

I think that Caps shield is much harder that Ironmans suit so if thrown with enough force, it could take his head off.

That is a possibility but wouldn't Iron Man be able to track its trajectory and just dodge or deflect it?

If Iron Man misses Cap with his repulsor's then that's one implausible strategy, although I would think Cap would damage his shoulder more than any damage he would do to Iron Man in that initial attack which could leave him impaired for the rest of the battle.
I think Cap's best strategy would be to get a few initial hits on the armour with his shield, which might get IM off balance and fry a couple of systems, before going in for a close range attack.
