What's your primary concern?

Comfort/warmth? -->Go Carpet, though a large area rug over wood/tile would minimize the effect
Sounds -->Same, carpet. Though same above as well - rugs would minimize effect.
Durability -->Wood/tile
Cleanability -->Wood/tile Carpet traps/releases much more dust than smooth surfaces and harder to keep clean, especially if you have pets. Mites, hair, etc.

Basement area so warmth is a factor. I like carpet but when thinking about carpet there is the replacement factor after so many years. Cost as well. I can do floors (not crazy about the idea) but can't do carpet.

how traveled is the room going to be though where replacing the carpet is really going to be an issue?

Another factor are swivel chairs they give wearmarks on carpet. I concur with Mr.Yac, just walking with one or two persons a good carpet will do.
