Hey guys... I got my answers from aspencomics.com and their forum over there... If anyone cares, here is the answers I got... I want to thank the mods over there... Zeke and Scott I believe it was:

Hi and welcome. I've got a few answers for you.
1; Yes, that piece is done by Michael Turner (and Peter Steigerwald).
2; It's not from a cover, but a pin-up from the Fathom Swimsuit Special 2000 (which then seems to have been made into a litho/print like the one you've got. Going by the "layout" (or what to call it) it looks like it's a special-made a convention-print and nothing intended for wide distribution).

... Bonus "trivia" - judging from the handwriting on the print I'd say that not only did Peter Steigerwald sign it, he also wrote the other text; Aspen's falls and the numbering (which I can't make out).

Love Turner's work. I wish he would do giclee's like Alex Ross and Jim Lee are doing.

Turner is my favorite artist. Peter Steigerwald is an amazing colorist, and not a bad artist himself.
