As the statue is right now, the shoulder width looks the same as the bottom of the "testicle cover" (
Good one!). So that seems accurate to me. If anything, the width of the two waist "halves" at the bottom of the vest should be shortened to match your picture.
To make the shoulder pads the width you prefer AND keep them the same width as the bottom of the testicle cover as the above drawing illustrates, would mean the testicle cover needs to be larger on the statue.
Things start getting out of whack. All things considered, going from a videogame with polygon clothing to real-world clothing - I think it looks fine as is, but I know you want them wider, so "agree to disagree" I guess.
