DUMBO in Brooklyn is the first thing that comes to mind. There are other parts of Brooklyn that are nice. That would be my first borough of choice if its not gonna be manhattan

For staying somewhere I wouldn't go above 100th street, and maybe time square - because the square is just insanely busy to have a hotel room there. Prolly would be pretty expensive too
Not sure why you're coming to NYC - that would help me advise you better
