When Lucas sold Lucasfilm to Disney, the props and costumes he had in the archives were not part of the deal; those he kept to open his museum.

When making the The Force Awakens, Disney had to contact fans that had the specs on R2-D2 and have them build it for the movie.

I'm not sure how it works now with licensing, but any company that would like to scan and take pics of the props would need to go through Lucas' archivists that have been documenting everything for his museum.

I went to a general store. They wouldn't let me buy anything specifically.

Gentle Giant and Marmit managed to make reasonably accurate bust/figure years ago, but Sideshow doesn't care about such things, considering how many buy their stuff and even defend the inaccuracies (or other issues). Sideshow is known for artistic interpretation, not for accuracy. In my case I'm glad money is saved for better things.

Now a days it doesn't really matter because if you wait a bit another company will make one and you might like that one better..
