Not sure if this is right but it looks alot like FolkArts Black Sequinn (spelling?). It's one of the 1st paints I got and its basically black with some gold metallic flakes in it. When the light hits it it gets that shimmering effect you see in the photo. My 2 cents. Good luck!
There are several ways you can get this type of color. I am unsure of the exact color used for that paint up, you may want to consider going to http://www.amazingmodeler.com/ and ordering the issue.
But you can do this also by base coating the suit in basic flat black. Then you can spray Freestyle Black Pearl over the suit and control how the pearl will add to the highlight effect.

I have bought this issue of AFM thinking to find something of Catwoman and what my surprise, there is nothing about her in the magazine, just the cover. I am very disappointed with that.
