If this isn't gone by today it's just because of the christmas money crunch and the similar customer base as Kitana that has already spent for Kitana and couldn't do both.
Or possibly because people doubt how it will come out based on how they view Akuma coming out so far.

For me, it's about not double dipping on an identical body and I don't like some MKX designs as much. Your other points are valid.
Spacing out the Mileena PO further out probably wouldn't work as the factories work on both at the same time.

The SideShow factories make many more in the same time frame. By the looks of things, both Kitana and Mileena have quite basic paint aps.

I wish I could get this since I ordered kitana but with Christmas it's tough. Not to mention that I bought two during the Black Friday sale and I have about 6 statues coming from SS by the end of January and I preordered juri a few weeks a go.

Similar here. 1x Kitana on a payment plan.
2x statues from SS due Dec-Feb both of which there will be shipping and the dreaded import tax. Come Feb 2017, it's Chun-Li 1/3 time.
Who knows what will show up once Ghost in the Shell shows up. Maybe PCS will shed light on Street Fighter Laura
