How is Ultron a "cosmic"? He's an Earth bound construct created by Hank Pym.

I could see it given his role during Annihilation: Conquest. Anyone who manages to successfully invade the Kree Empire can be considered "cosmic" in scope.

Interesting viewpoint. To me, a "cosmic" character is one who's origin is cosmic in nature, so I guess we see this differently. By your suggested definition, this would make The Avengers, The X-Men, and characters like Jack of Hearts cosmic. Vulcan is a perfect example to compare to Ultron. He's an earthbound mutant who travels into space and becomes the emperor of the Shi'ar Empire, (And thankfully gets dethroned), but that doesn't make him cosmic IMO.
