Obviously, someone forgot to put it on. It's interesting to see Harley without it. It reveals the difference in skin colour between the neck and body, something that should be less noticeable when the gold collar is in place. Also, it shows what the seam looks like.

I assume it’s to show everyone a view of the statue that hasn’t yet been seen. Just like a detail/close-up shot.

It's hardly "fake news"....why wouldn't someonepost this? When I look at some of the threads on here, with page after page of off topic ramblings, I'm confused that this post would draw any negative criticism.

The video from which the still was taken was posted on Prime 1 Facebook a couple of days ago. For those not in the know (myself included) it shows that the gold neck collar is a separate piece, which is something i and maybe others were not aware of.
For all i knew, the gold collar was attached to the body, with the different head pieces slotting into it.

Way too much attention being focused on a single image
