Is that the unpainted prototype? That looks much better. The sculpt is probably there in the unpainted head, just needs a new paint job, I think. I do like the hatted head though.
Hopefully Chronicle will work on it a bit more.

No, it is not the unpainted proto. It is a custom that somebody did a while back.
