What you're talking about is the actual QC team, and a small run say below 100, not what they were talking about which the painters messing up because there's too many statues, which doesn't make sense since they don't stop just because a run is done, If they finish a run a new run is brought in.
As for the QC Team and it's management they could actually have more QC depending upon the size of the run and then manage it in batches, which we've seen Sideshow do. However, as you said there are only so many factories that do this and the best ones charge more so you have to factor in that into cost.
Also what you're talking about with price, is true but only to a certain point. Jerry from PCS has talked about this at length. What discounts you might get on larger run have largely to do with material costs but even that at certain point stops. The discount the factory gives you for a larger run based on manufacturing is pretty non-existent. Example: while you might save some money on materials doing 1000 instead of 500, the same can't be said for doing 2000 instead of 1000.
