I think they had originally planned to do all small, then when Prime was released a lot of collectors complained that it was too small. Hence the second line. Not so sure there is a plan unfortunately.

This is all just speculation on my part of course.

Personally, I would have preferred a single line with the statue size being somewhere in the middle of these two lines.
