All PCS 1:3 statues are considered EX. So basically, there won't be a regular version of them.
However, I am 90% positive that we will have different costume for Mileena just like the 1:3 Ryu (Default costume, Bearded costume and Evil Ryu) and Chun Li (Default costume, black dress and hopefully the alpha version).
I have a feeling the other costume will be the MK9 alt :

Yeah, I thought so but man if thats the case I think I have to buy both I mean I like both versions haha. And here I thought I could have a break after Chun Li.
another reason I asked was I never seen variants for MK 1/3 so yeah
