IMO, they are all comic book movies based on fantasy. One just happens to be more serious than the other two.

all people are meaning by these comparisons is that the movie presents itself in a non uniform manner to what normal comic book movies consist of
nobodys arguing that its not at all a fantasy story about a superhero
it just plays like a regular crime drama
Heat in comparison to the opening scene and the kinship between good and eveil batman and twoface\Joker--> Pacino \deniro
Departed-the twists and turns and unexpectancies, the tyranny of the mob(evil), Some1 who is good but is getting evil by all the crap and situations around him-(harvey)(decaprio)
I can go on on how the other comparisons work but I think this should suffice
thats what people mean with the comparison (at least the critics and smart people do, monkey fanboys will just be like OH thats a sick movie and this is Just as sick a MOvie::.... SICK! :P )
