Just two's tough... my lower half says some combination of Catwoman, Poison Ivy, Huntress, Powergirl, etc.
Nightwing would look cool if they use the same material for his costume that they used for Bucky's.
Killer Croc, Bane and Darkseid would be cool due to their size.
As much as I like Sandman I don't know if I'd want a statue of him. Maybe some sort of diorama with Death would be neat.
I guess I'll go with Poison Ivy and Catwoman. >_>

Clayface is my favorite batman villain, but i'm not sure how they could do a good PF of him. It would be nice to see a decent Dr. Fate PF. I think another one that wouldn't be difficult to do would be Toyman.
