Question for international customers

I receive tomorrow a statue from Sideshow.
Customs sent me the invoice and it appears that I have to pay duty fees (6.5%) plus the usual VAT (20%).
And I'm really surprise since for Bane PF I didn't have to pay these 6.5% fees.

I've told them that tariff code is 9703 so I should not have to pay duty fees and they answer me that it only true if you sculpture is limited to...8 pieces!!

What is the truth here?
I really have the feeling they are wrong...

We Canadians have been going through similar situation, paying extra 6.5% duty fee due to Harmonized code 3926.40.000 entered on our invoices but VS1976 has been able to argue it with Canadian customs and received 6 refunds.

I Google "Canadian Harmonized code (enter code) duty fees" and don't recall the codes them specifying a number of statues but maybe each country have there own interpretation.

Sideshos used the code 9503009590, now it's 9703.000.00

Here's the description from Canada Customs:
code 9703 - Original sculptures and statuary, in any material.Note: The General Tariff rate that applies to goods of this tariff item is the Most-Favoured-Nation Tariff rate.

code 9503.00.9590 - I don't see a .9590 but do have .9095 - 9503.00.90 95 Tricycles, scooters, pedal cars and similar wheeled toys; dolls' carriages; dolls; other toys; reduced-size ("scale") models and similar recreational models, working or not; puzzles of all kinds. - Other - Other: - Handicraft and hobbycraft kits

Duty is free on both of these codes. Again, no indication of number of products in the descriptions.

You should check your customs description

that is ridiculous! 6.5% on top of 20% VAT?!?! what are they doing with all this tax money they collect?
