Actually, why is a doctor's office calling a minor on his cell phone. That seems suspicious and inappropriate.

That does seem a bit odd, wouldn't the office call his parents instead of him? Also, if she found the voicemail message disturbing, wouldn't they have called it again and again, maybe played it over a few times, to make sure that they knew what it was saying, possibly do a google search on the wording that they heard, just to make sure that they knew what it was? Did it occur to them at all that they might be jumping to a huge "chicken little" type conclusion when they gave the order to lockdown all the schools?
It's almost like they targeted the boy ahead of time as someone to be afraid of.

The receptionist should have taken two minutes to have someone else call to listen to the message, to clarify ill intent on the student's part.
... and then told her superiors in the office, who quite likely have a more-level head on their shoulders.

Agreed; and yeah, I'd think the dr.'s office would contact the parents, not the kid... maybe he's over 18? Regardless... very odd situation.
For the record, Alfonso Ribeiro was the star of that show.
