Just skimmed the Kara Zor-El description. Is she still supposed to be Kal El's cousin? The time differences could be explained space flight time dilation, so they could conceivably be from the same era as far as Krypton is concerned. Regardless, even if she is 10,000 years older, she wouldn't need to be stuck in the prehistoric age. She could have always gone back in to a pod, sent up a rescue beacon, and gone into suspended animation. But the beacon might have never reached Krypton. Then something could have triggered it open before Clark got there.

Once revived, she could have amnesia, or may have taken off and gone into hiding or whatever just trying to fit in with the strange new world and lead some kind of normal life as all these powers are slowly developing from exposure to the yellow sun. Then when Superman and Zod show up on the scene she realizes there's another surviving kryptonian and has to decide whether to reveal herself or stay in hiding. The planet will still be suspicious of Clark especially after the devastation to Metropolis so it's not like she would be running out with open arms. Not to mention he killed the last Kryptonian he came in contact with. So despite all of his assurances and good deeds to follow, she would still be playing a wait and see, while quietly using her growing powers for good. Throw her in with a cop love interest or something, a few friends, and you've got the basic makings of a show. It wouldn't have to be a super serious tone, just something that rolls into the developing DC universe. Then you could also have all the superhero stuff going on in the background--Batman, Amazons, Atlanteans, etc, but she's not yet part of it.

I like that kind of approach rather than putting her more in the Arrow, Flash TV universe, which are fine in and of themselves, but having a Supergirl and no Superman seems kinda weird. And if there is a Superman, is it different than Man of Steel.

The choice of making her a little older, that is at 24, precludes a Smallville / high school approach.

So now, any attractive twenty-something blonde actresses in Hollywood?

Amazingly I would prefer the older teen approach, usually teeny stuff sends me running, oh well.

David Rapaport, Casting Director for Arrow and The Flash is currently casting Supergirl.

Greg Berlanti who produced Arrow and Flash is also producing Supergirl. But since this will be on different network (CBS) as supposed to CW, they likely may not share the same universe.

According to the outlet, the producers are searching for "Caucasian females, age 22 to 26, to play 24" for the role of Kara Zor-El or Kara Danvers (a reference to the "Linda Danvers" version of the character no doubt) as she will be called on Earth. The site notes that "as the series’ mythology goes, Kara at age 12 was sent from her dying home planet of Krypton to Earth, where she was taken in by the Danvers, a foster family who taught her to be careful with her extraordinary powers. After repressing said skills for more than a decade, Kara is forced to bust out her super moves in public during an unexpected disaster. Energized by her heroism for the first time in her life, she begins embracing her abilities in the name of helping the people of her city, earning herself a super moniker along the way."

Another character included in the breakdown, though, is Kara's foster sister Alexandra “Alex” Danvers, who is described as "Kara’s gorgeous, brilliant, science-minded foster sister. Growing up, Alex was partly jealous of her sibling yet also fascinated by her abilities, prompting Alex to learn as much as she could about alien anthropology, sociology and culture. Today, Alex works for a secret government organization and, alongside her heroic sis, will face many challenges, both mundane and super."

So doesn't look like she will be the "Girl of Steel" version tied to the movieverse. Too bad, it would be a great opportunity for DC to cross promote their franchises on the small screen. But I always wait to see how these things turn out before casting too many stones.
