I could be wrong, but I think the Hulkbuster is actually 1/4, if you go to the hot toys facebook page, scroll down, and you'll see a picture which says,''Sir, the next 1/4 figure is ready for showing'', or something like that[like Jarvis talks in the Iron Man movies.]

The Mark 38 "Igor", the Heavy Lift armor from Iron Man 3, retails for about $500USD, so I'd expect this one for no less than $650USD.
Also, given that the rest of the line of Iron Man figures are 1:6, I see no reason why this would be 1:4.

If you look at the picture with someone's hand on the hulkbuster's leg, you can see it would easily pass as a 1/4 figure.

Simple math, Hulkbuster is 11 feet tall which is 132 inches. Divide that by 6 and you have 22 inches. If it were 1/4 it would be 33 inches.
The next 1/4 figure that your talking about is the 1/4 Iron Man Mark XLIII that was shown at Toy Soul 2014
