Yeah, III following V does make it a little difficult. Retcon to the rescue!
To me, it looks like he's 'come back' from being full-on Oni.

It doesn't mean anything, because his classic look will also appear in SFV.
Just like bearded Ryu. Doesn't really ruin 3s by any means. There were no "alt costumes" back then, so they had iconic appearance.
That doesn't mean they 'couldn't have had' other looks during that timeframe. Just that those "looks" didn't appear in the game.

I like to think of the costumes like SF2 endings. They're all there, but only a few actually happened in terms of canonical storyline.
Just because costumes appear (or don't appear) doesn't mean that that's how they actually looked in terms of story.
For instance, I'm fairly sure Beard Ryu is the canonical SFV Ryu. But it isn't his main costume.
Regardless of all that, I have no problem with some retcon and streamlining. It's not the first time the series has done it.
Iirc SFA2 completely overwrote and encompassed the story of Alpha 1.

I think it does mean something, because of the story *chuckle*.
Not a big deal, by any means. As you say, alt costumes can always be included, so people can pick the look they want. But take Nash for example. His default look has changed due to the story. If he was in III with his old look, it would have to be changed, or explained in V.

I have no problem with whatever Capcom choose to do, as long as it's something.
Tell me what is canon, and why. I assume the defaults are the canon, but if it's not, like you believe for Beardo, then I just want a story explanation.

In this instance I believe they changed the story at the last minute.
In early interviews they said the bearded appearance would factor into story mode. It was completely omitted.
As well as any depth regarding Necalli or Ancient Necalli. I think they just ran out of time.
Maybe a season 2 cinematic story will cover more.
