Yes, you're right, they still have the rights to all until 2020. The only one Fox has rights to "in perpetuity" is Ep. IV.

Fox only has only distribution rights. If Disney wanted to release a bluray of an unmodified Ep 4, they could do it today, but it would be released under the Fox label.

Doesn't sound that way from the article you posted.

Fox might play hard ball on the Ep.4 rights in light of the bad blood that is rumored to exist between the two as it relates to the FF and X-Men franchises and their marketing.

Look how long Fox dug in on WB's in regards to a home video release of the '66 Batman.
