Has it been confirmed what the SS EX and the PCS EX will be? I'm not particularly interested in different coloured skin tones to be honest.

There is no SS EX. There will be two PCS exclusives, regular and alternate colour, both with a COH, then a third non-exclusive that is regular colour with no COH.

I thought that they said it was gonna be regular, exclusive(maybe on ss) and a alternate color pcs exclusive.

since Jerry said there would be no reason to get all 3 I'm assuming the ex is just going to be a switch out head + regular head, and the super ex is going to be p2 color or some shiz so there would be no point in getting the regular and ex, but you could go for either the reg + super ex or ex + super ex.

If my memory serves, I believe EnShinNoi is correct: The regular retail version, the PCS EX, and very limited alternate color PCS EX. ES will be as follows:
Regular Dhalsim - ES 250*
PCS EX Dhalsim - ES 125*
PCS EX Alt Dhalsim - ES 65*
